Re dynamic partial reconfiguration have you seen this:

A co-worker looked using these methods this a few months ago to minimize 
place/route times on large designs, but we've achieved reasonable build 
times without it, and so haven't pursued it. 

It seems like an attractive idea, but I wonder if it isn't quite ready 
for prime time.
