On the other hand, for FM the relative phase of carrier and modulator
(except in the simplest of cases) has a complex effect on the timbre;
you'd certainly want to control that somehow. I wonder if the best
solution is to make it a modulatable parameter? On the other hand,
that might just be adding unnecessary complexity, especially if FM
isn't the primary synthesis mode.
