[Fpga-synth] Very Odd Error Message from WebPACK ISE - RESOLVED

Reinstall fixed it.   BTW, by uninstalling, I detected a file system error, I had to use chkdsk
/F to fix it.  After that, everything installed and the project tested OK, then I did the
updates and the project still compiles without error.
