[Fpga-synth] Very Odd Error Message from WebPACK ISE

I decided to load up an older working project that I know compiled and did not get the above
error.  NOW - it _is_ getting this error, so something within ISE seems to be corrupt.  I'm on
to uninstall/reinstall of ISE...
