[Fpga-synth] All of the jumpers are set but the Done LED doens't light up

Not sure exactly what you mean by that, but iMPACT supports only certain specific cables.  For
example, the JTAG-USB cable is NOT supported by iMPACT.  The Spartan-3E can be programmed with the
USB cable it came with (I don't know if there is anything special about it - I think it's just a
standard cable) OR it can be programmed with a Digilent Parallel-III cable when plugged into the
board's JTAG port.
