I had a problem a while back that has one of your symptoms. I really wish I could
remember all of the details, but I can't - it started when I bought a second FPGA
board, different from the Spartan-3E Starter. The new board uses a different
programming cable (I can't remember the details) and gave me the "detects many
devices" response. For whatever reason, iMPACT was trying to use the wrong cable.
When I force-selected the correct cable it worked. I seem to remember this
happening when I bought the _wrong_ USB cable for the board in question (Digilent
JTAG-USB).

If you have more than one programming cable plugged into the computer, I'd pull out
all but the one you need and try it again.
