[Fpga-synth] Help Please

I'm trying to download WebPACK 10.1 from Xilinx. I can log in and get to the point where I initiate the download. Then a popup appears telling me that I am being presented with an install for a "Download Manager" that will allow resuming a broken download. I want the download manager to install, but I don't see anything on the screen that allows me to install it.
I am using I.E. 6. I've tried it on XP and 2K with the same results.
However, when I tried it on an old moldy Windows 98 box (with the latest IE that 98 allows), the manager gets installed by some magic, I see the warning window briefly and the file starts to download. The problem is that 98 doesn't like files larger than 2G, this file is 2.4G.
I've tried lowering every security option of IE to minimum to no avail.
Does anyone here know what magic I need to do to IE to make this work under either XP or 2K?
