[Fpga-synth] Webpack Version (followup)

I did an install of Webpack 9.2.02 on WinXP this morning and it seems to 
work OK. A few details:

* Did a 'Single File Download' - about 1.9GB of junk.
* Installed in a new directory to prevent overwriting the old one.
* Install recommended new drivers (included).
* WebUpdate did the 9.2.0 -> 9.2.02 update as part of the process.
* New drivers were installed when I first plugged in my S3Esk. The 
normal 3x dance.
* S3Esk USB firmware was updated first time I ran Impact. Another round 
of the USB driver dance.

My main FPGA design compiled OK in 9.2.02 and downloaded fine with 
Impact. I did see some differences in timing though which concerns me, 
so until I resolve that I'm sticking with bitfiles compiled on Linux 9.1.03
