Doofus thing Xilinx did to title the PDF for Spartan-3E specifically and
then include templates for bits that aren't available...  In the language
templates instantiation template I just noted a comment in the
instantiation code that indicates the 128x1 RAM is for some Vertex parts
only.  Sloppy IMO...
